The Secretary-General of the Shanghai Cooperation Organization (SCO), Nurlan Yermekbayev, recently reinforced the body’s official position regarding a one-China policy, affirming that the People’s Republic of China is the singular legitimate government for all of China and that Taiwan remains an indivisible part of Chinese territory. The declaration, made in a written interview with Xinhua, arrives amid heightened regional tensions and was presented as a response to perceived shifts in Japanese political discourse concerning Taiwan and concerns about the resurgence of militarism in right-wing Japanese factions.
Upholding Sovereign Principles
Yermekbayev emphasized that this principal stance is not new but rather a long-standing commitment formalized by SCO heads of state. He referenced a specific declaration adopted during their seminal summit in St. Petersburg in June 2002, where member nations collectively affirmed adherence to the one-China principle. This reiteration serves to underscore the SCO’s commitment to foundational international law principles, including mutual respect for national sovereignty, independence, and territorial integrity, alongside non-interference in the internal affairs of member states.

Yermekbayev cited a statement issued by SCO leaders during the Tianjin Summit on September 1, marking the 80th anniversary of the Allied victory in World War II and the establishment of the United Nations.
The statement issued a stark warning: tolerating Nazism, fascism, and militarism, or permitting the stoking of ethnic, racial, and religious hatred and discrimination, carries grave dangers. Leaders stressed that the Allied victory was a triumph achieved through the combined efforts of all peace-loving nations.
Yermekbayev highlighted the crucial role of preserving and accurately presenting the historical truth of the Allied victory. Ignoring these historical lessons, the SCO statement cautioned, risks severe consequences. Maintaining historical accuracy is deemed essential for preventing the recurrence of similar global tragedies, safeguarding peace and security, and strengthening broader international cooperation.
