The scheme, which began on December 5, 2025, and runs through February 28, 2026, aims to bridge the gap between initial emergency response and long-term recovery by offering three free consultations per eligible individual.
Expanded Healthcare Network Supports Tai Po Residents
Dr. Pang Fei-chau, Commissioner for Primary Healthcare, confirmed that the initiative boasts extensive participation from the private sector. Over 140 private physicians have enrolled, utilizing approximately 170 service locations across Hong Kong, including four private hospitals. This broad network ensures accessibility for residents transitioning out of emergency shelters.
The program offers residents the flexibility to be matched with either participating private family doctors for pro bono services or with Family Medicine Clinics operated by the Hospital Authority (HA). Case managers and nurses from various District Health Centres (DHCs) play a crucial role, assisting with resident matching, monitoring ongoing needs, and coordinating referrals. Dr. Pang indicated that officials would consider expanding the scheme or increasing the number of free visits should sustained demand necessitate it.
Integrating Physical and Mental Health Recovery
The healthcare intervention began immediately following the No. 5-alarm fire, with DHC teams establishing medical posts at nine temporary shelters over the preceding week. Numerous private practitioners initially volunteered their expertise on-site to address acute needs.
As the emergency shelters close and displaced residents relocate to transitional housing, the framework shifts to structured outpatient care. Each of the three complimentary appointments covers general health assessments and crucially, access to mental health services. Addressing the psychological toll of the disaster is a central component of the recovery effort.
Residents will receive a detailed directory of participating doctors, enabling them to select providers geographically close to their current location. DHC staff remain available to provide personalized assistance during the selection process.
Ensuring Seamless Medical Access
The Primary Healthcare Office’s efforts complement existing support provided by the Hospital Authority. The HA previously announced full fee waivers for all affected individuals requiring outpatient family medicine care. Caseworkers at the DHCs are facilitating smooth referrals to HA clinics for specialized needs.
The proactive support has already provided tangible relief; Dr. Pang reported that over 300 residents have received assistance with medication refills already, ensuring that their essential prescriptions are covered well into the new year.
